In 1986, Keith Warren — a young Black man — was found hanging from a tree in Montgomery County, Maryland. His death was ruled a suicide by local authorities.
His family never accepted that ruling. For nearly four decades, they fought to have the investigation reopened, the evidence reexamined, and the manner of death reconsidered.
In 2025, under the Katherine Morris Death Reclassification Act — the law that Mary Couey spent a decade building — Keith Warren's manner of death was reclassified as undetermined. His case became one of the first successful petitions under HB 969.
Keith Warren's case is not only about one man or one family. It is about what happens when a young Black man is found dead and the system moves quickly to close the case. It is about the 40 years that passed before anyone with legal authority said: we are not certain.
